Proposed N.C. House Redistricting Map Comparison
The recently released redistricting proposal for the North Carolina House of Representatives would implement significant changes to the existing House district map. The NC FreeEnterprise Foundation is currently conducting an in-depth analysis of the [Updated] "Lewis-Dollar-Dockham 4" plan, but we wanted to provide you with some preliminary data based on our research to date. As in the proposed Senate plan, numerous House members are "double-bunked" or drawn into the same districts. In addition, the House plan creates 14 open seats that contain no incumbent House members.

Double-Bunked House Members & Open Seats
House members who reside within the lines of the same district in the House proposal include:
- District 2: Jim Crawford (D) and Winkie Wilkins (D)
- District 4: Jimmy Dixon (R) and Efton Sager (R)
- District 6: Bill Cook (R) and Tim Spear (D)
- District 25: Glen Bradley (R) and Jeff Collins (R)
- District 34: Grier Martin (D) and Deborah Ross (D)
- District 41: Tom Murry (R) and Jennifer Weiss (D)
- District 44: Rick Glazier (D) and Diane Parfitt (D)
- District 46: Dewey Hill (D) and G.L. Pridgen (R)
- District 56: Joe Hackney (D) and Verla Insko (D)
- District 57: Pricey Harrison (D) and Maggie Jeffus (D)
- District 73: Darrell McCormick (R) and Mark Hollo (R)
- District 74: Larry Brown (R) and Dale Folwell (R)
- District 85: Phillip Frye (R) and Mitch Gillespie (R)
- District 114: Susan Fisher (D) and Patsy Keever (D)
Of the 14 open seats in the "Lewis-Dollar-Dockham 1" map, four are located in Wake County and two are in Mecklenburg County. These and the other open seats are created due to a combination of population shifts from rural to urban and suburban areas of the state as well as the double-bunking of the incumbent members listed above.
House Map District Comparison
As with the NCFEF's analysis of the Senate plan, we have included below a comparison chart of the current House map and the proposed new House plan. The chart includes voter registration percentages, counties in the districts (whether entirely or a portion), and which incumbent members of the House reside in the existing and proposed districts. When viewing the chart, please be aware that the geographical location of some districts in the House proposal are entirely different from the location of the current districts bearing the district number. (For example, current House District 2 is located in Eastern North Carolina and contains Chowan, Dare, Hyde and Washington counties, while District 2 in the proposed plan is located near the Virginia border in Central North Carolina. This is the also the case with proposed districts 11, 49, 55, 73, 84, 88, and 92.) Most other districts are located in the same general region as the current district.
The NC FreeEnterprise Foundation will provide more comprehensive analysis of the N.C. House redistricting plan, as well as any changes to the U.S. Congressional and N.C. Senate maps, in the coming days.
